There are two ways to create/modify custom toolbars wuth the Toolbar Manager wizard (in the Utility group)

1. Create/modify a local toolbar (saved on C drive)
2. Create/modify a custom toolbar (saved on server) THERE ARE BUGS WITH THIS METHOD - DO NOT USE

*I cannot open older toolbar files, so it's easier to recreate a new local toolbar and then manually transfer it to the server

It works best if you log in as the user who's toolbar you are modifying
